Cocoa Protocol - Certifiably Sound?



In September 2001, a significant policy instrument was drafted - the "Protocol for the Growing and Processing of Cocoa Beans and their Derivative Products," also known as the Harkin-Engel Protocol. The agreement set out a series of steps aimed at eliminating the exploitation of child labour from cocoa growing areas of West Africa. Can consumers today be any more assured than they could be in 2001 that no child labour has been used in the production of chocolate?
